A transit pass is required for transporting alcohol from other states through Assam


In an effort to prevent the illegal unloading of alcohol or spirits from other states during transit, the government of Assam has passed the Excise (Amendment) Rules of Assam, 2021.

The new amendment to the excise rules of Assam, 2016 passed by the Assam legislature here Thursday following the insertion of the new rule 338A said any shipment of alcohol transported from no any location outside of the state, or destined for any location outside of the state during its movement through the state, may not be unloaded, delivered or sold within the state.

The sender, driver or transporter must make a declaration to the effect that the alcohol thus transported will not be unloaded, delivered or sold in a condition other than its original destination. A transit pass will then be issued after verification of the shipment by the authorized excise officer.

Both at entry points and at exit, the driver or carrier must have the shipment checked and obtain the approval of the excise officer at the exit control point as proof of this exit from the State. “If the driver or the carrier does not present the ticket within the time limit set for leaving the first entry control point on the way, it will be considered that the alcohol thus transported has been sold in the State of Assam. In this case, penalty and prosecution will be initiated in accordance with the provisions of the law, ”Excise Minister Parimal Suklabaidya said, adding that the shipment of alcohol and vehicle would be seized.

A fee of only Rs 500 will need to be paid online for each transit pass.

In addition to alcohol, the provision of a transit pass will also be applicable during the transit of extra neutral alcohol through Assam.
